What is the "proper" ownership for 

   SYS$SYSDEVICE:[000000]*.*
   SYS$SPECIFIC:[000000]*.*
   SYS$SYSDEVICE[VMS$COMMON]*.*

Whether it matters whether it is [SYSTEM] or [1,1] or whatever is a 
separate, but also interesting, question.
