Back in the days of VAXELN, there was only one reason that we did not 
use it.

If VAXELN had supported SYS$QIO and SYS$QIOW, we could have had common 
source with our VMS applications for the satellite nodes.

But it was determined that we did not want to support two different 
source code trees.  The savings for using VAXELN instead of MicroVMS 
just were not worth it.
