SPF records were implemented to allow delayed bouncing so that companies
can try to sort the spam from ham with out doing real-time processing in
the SMTP transaction.
SPF records have been adopted by spammers, and filtering on SPF will
have no effect on incoming spam. It will not detect any additional spam
than would be detected using the existing conservative blocking lists.
The only purpose of the SPF record is to let mail server know that if
they bounce an undelivered message, that the bounce will likely not go
to a innocent victim, so that companies can continue using mail servers
that do delayed bouncing.
The "rMX" proposal was the method to intentionally designate a system is
allowed to send e-mail. That proposal did not gain traction.
