Container file would be my choice. You will preserve all ODSn/RMS 
attributes. You can use it with VAX or Alpha emulators running VMS. You 
can take the container file or a DVD/CD burnt from it and use it on 
other VMS systems. You can read it with an ODS2 reader, which is 
available for other OSs. You can read it on Linux with an ODS5/2 file 
system (kernel module). In that case you can even compress it and can 
still mount and read it (without manually decompressing it).
