Well, to be fair to the designers, the movement of the bridge isn't that
unique. We had a similar problem in the Netherlands with the Erasmus
bridge in Rotterdam (it was also stopped by mounting dampers). I
recently saw a video clip of a Russian bridge galloping wildly in the wind.
And we've all seen the famous film of the collapse of "Galloping Gertie"
haven't we?
