The PDP-11 had others, I was mostly interested in the DEC OSes.

But if we are adding for completeness, UCSD-Pascal, Ultrix-11, BSD Unix,
AT&T Unix, XINU :-) And there were others, too, I am sure.

Oh, and there was another from DEC that I think would have been in the same
class as VAXELN. It was called IAS, I think. But I know of no copies of it
still inexistence. At least I have never been able to get a copy anywhere.

Another one, from DEC, DSM (Digital Standard Mumps). I have a copy of that
around here somewhere.

And then there was CP/M for the VAX.

Lot's to choose from, but, as I said, I was mostly interested in the DEC
OS usage. Actually, I would bet that Unix use ate into VMS use much more
than it did any of the PDP-11 OSes.
