[Info-vax] Layered products, the HP view !?!

How come this problem was not seen when VMS changed from Digital to
Compaq and then to HP ?

And why would PCSI care ? Does it now check that you have valid license
before you install ? Or is it due to the checksum mechanism which was
not present in previous onwership changes ?
