It was effectively the same company that owned VMS throughout those name changes;
PCSI would have viewed them as equal. VSI is not HP.
For HP VMS V8.4 . . .

The HP layered products require the HP VMS platform;
the VSI layered products require the VSI VMS platform.

No, it's not a license check.

See above -- it's the platform requirement of the layered product itself.
As stated earlier, any existing HP product installed on HP VMS V8.4 will continue to run
following an upgrade to VSI VMS V8.4-1H1, although it's unsupported by HP and VSI.
HP does not want to support something on a non-HP built operating system; VSI does not
want to support something we didn't build.
