PCSI uses the combination of "producer" and "product name" to determine 
what product with which you are dealing.  Therefore, "HP I64VMS" is a 
different product than "VSI I64VMS".  The same is true for layered products.

If you notice, once a product had a PCSI kit, the producer was NEVER 
changed.  This is why you see a mix of DEC and HP products on your 
system.  OpenVMS itself checked only for DEC or HP licenses.

So if you installed "VSI DCPS" on a system that already had "HP DCPS" 
installed, PCSI would install one over the other without removing the 
old version of DCPS.  Messy.  And now you'd have two versions of the 
same file--with two different PCSI generation numbers--on the system at 
the same time.

So all this had to change, and for the first time since the earth was 
flat (or the invention of PCSI, whichever was later).
