Depends on how the source is organised.

Say they were given 8.4, and 8.4-x separately (patches, unreleased fixes
etc).

They could rebuild 8.4 to test the build procedures, ensure they have
identical kit to the real 8.4, and then separately apply those 8.4-x
patches to the various bits and rebuild again to see if those bits work.

And also, this doesn't say whether when they announce they were able to
build a kit, whether that involved rebuilding all the components (VMS +
layered) or just VMS.
