HP plans to continue to support 8.4 and earlier versions according to
HP's OpenVMS Roadmap at http://hp.com/go/openvms/roadmap/, so HP would
be the one releasing the patches for those versions. VSI will produce
patches for 8.4-1H1 and their subsequent releases. From what I've
observed, HP and VSI share information about bugs found and fixes
produced, so each company benefits from the efforts of both, and each
can apply a fix to the version(s) they are responsible for.
If and when HP ends all support for a given version, the agreements
allow VSI to choose to continue support for that version from that point
onward. Or, if VSI releases a new version of any product, VSI can of
course support that new version.
