The file system isn't any particular part of the work that's involved 
here.  The file systems are oblivious to partitioning, if the disk 
drivers, the mount code, the boot path and a few other giblets are 
reworked to conspire about the particular ranges of blocks that are 
involved.   There'd likely need to be support for partition creation, 
deletion, and probably resizing added, and some ancillary support.  But 
the file system itself — ODS-2, ODS-5, FAT, whatever — just gets handed 
a contiguous wad of blocks presented by some device driver that 
synthesizes the appearance of a physical disk.  Which is not all that 
different from how things work on LD devices now, for that matter.
