It would appear that you're blowing out the address space available.   
Get to OpenVMS V8.4 and patch to current, as there've been a few bugs 
over the years.

Since it's apparently at image activation time, look at or post the 
link maps for the executable image and those for its shareable image 
components.  See if you have any ginormous images.
