I am biased, and believe Postgres is the best choice for a database 
product on VMS.  Funding for the port is going to be important.  It's 
easy to make the initial port[1], maintaining it and keeping it in sync 
with upstream (and preferably merge it) is going to take effort. 
Relying on students volunteering their time is not going to cut it, for 
the long run.

Yes and Postgres.
