For the Alpha to that IA64 thing port, at what point did Oracle make the
formal commitment to port RDB and Oracle ? On June 25 2001 when the
announcement was made ?

After first boot ?  Or just before first commercial release ?

I would expect that Oracle have given VSI a set of "demands" for tools,
and told VSI that if all those tools are made avaialble, then Oracle may
confirm the port.
