I believe VMS could live without Rdb (or more precisely an Rdb with no 
enhancement/migration) With Orrible Oracle 12G client and server VMS is 
a solid server platform. Although I believe Rdb will be ported, the 
fixation with row-cache and single node configurations and lack of 
development will lead most to Oracle for anything new.

When I was in the UK a/the major Caribbean Telco ported all their Rdb to 
Oracle but stayed with VMS. Whether they still use VMS I know not.
