Let us start by defining what Cassandra is.

Cassandra is what you get here:

http://cassandra.apache.org/

It does not have such requirement.

STAX has bundled Cassandra with something that requires the VC++2008 RTL.

I don't know what they have bundled in that requires it. It can be:
installer, service wrapper, a GUI tool. etc..
