By itself, this does not mean much. You could have a village of 1000
people with homes close to each other surrounded by 250 square
kilometres of wilderness. From a telecom point of you, you only care
about serving populated areas so serving that village would likely be
easier than serving an appartment building in urban area.
The telcos have a knack for producing statistics that raise their
costs/diffidulties in order to get concessions from governments.
Note that deploying FTTH is cheaper in rural areas because each GPON has
a reach of about 10km, and generally all those areas are aerial so
stringing new cables is not that expensive, especially when you consider
that copper has a finite lifetime and needs to be replaced at intervals
anyways.
