There is this little company called Comcast headquartered in
Philadelphia.  They allegedly signed a sweet deal with Verizon: Verizon
got some valuable mobile spectrum, and in exchange, Verizon stopped
deploying Fios in Comcast's turf.

Expect Comcast to lobby very hard to prevent any real competitor to its
copper coax system in Pennsylvania.
