What company is this?

If there is a service listed in the tariff, the company has to provide it.
Without point to point links, how would your local web services company
get their connectivity? How would businesses get their burglar alarms
set up, or the state police run their radio network? How do cellphone
towers communicate with one another?
Admittedly NH is pretty messed up after the whole Fairpoint debacle, but
it can't be so messed up that a letter from a lawyer won't fix it.
