This is sadly true.
A couple things are true, though. If Verizon thinks they can make $1200/mo.
on a T-1 circuit vs. $40/mo. on two voice-grade lines, they're going to do
their damnest to dump those voice customers.
Also... the PUC can force Verizon to upgrade their service. They won't do
it for a voice line, but they will sure as hell make Verizon jump if you
want an OC-3.

Absolutely, and this is not a problem except for the local loop. For the
local loop it can be a very very serious one.
