Depending on the functionality that's required, I'm not so sure that ZeroMQ would be the most appropriate choice here. ZeroMQ is designed to be very fast and very flexible in terms of the messaging patterns it supports; however it does not (was not intended to) provide reliable messaging. Some AMQP implementation could be an option; however it would be necessary to craft something to integrate with MQ. Another possibility might be the MQTT protocol, which is supported by the latest versions of WebSphere MQ and it's simple enough to get a client implementation onto OpenVMS; however it really all comes down to the particular messaging use-cases that need to be addressed. Not all message queuing technologies are created equal, and I'd want to fully understand the requirements before making too many recommendations or suggestions.
