Out of curiosity, Did that team do work outside the scope of VMS (the
stuff you are getting) and had to ensure none of the stuff outside that
scope was added to the tape ?

had the HP india team bothered to change the VMS source code management
system and build procedures during their tenure ? Or was it more of a
problem of them not quite following the procedures perfectly ?
