It appears they are not.  I just got a notice about a MUP called:

DEC-AXPVMS-TELNET_PAT-V0507-13ECO5A-4
HP-I64VMS-TELNET_PAT-V0507-13ECO5A-4

As seems to be happening more lately, you can't really get much about
what they fixed except by downloading the kit and extracting the release
notes:

2.5  Problems addressed in this kit:

      See TCPIP_TELNET_PAT57ECO05A.RELEASE_NOTES file included in the kit.
      Installation of this patch is mandatory for systems which has HP 
TCP/IP
      Services for OpenVMS Version 5.7 ECO 5 kit installed.
