They separated what was left of VMS management from VMS development by
moving VMS development to another company (HP owned) which reported to
HP through a different hiearchy.

So VMS management became a customer of that HP subsidiary, sending money
to thet subsidiary to perform work on VMS.


Unless I am mistaken, the India outfit only did what they were
told/budgeted to do by HP in USA.
