[Info-vax] startup hangs during TCPIP

You didn't specify architecture.

On VAX,  AUTOGEN didn't set STKINTERPGS (or some stack interrupt pages)
parameter which was insufficient for TCPIP to start. On alpha and I
assume on that IA64 thing, the parameter was sufficient.
