[Info-vax] startup hangs during TCPIP

It doesn't complete; it's a sequential startup.

Yes.

Today, it didn't happen.

As soon as I can get the graphics problem straightened out, I'll go to 
8.4 and TCPIP 5.7, so it's probably not worth pursuing unless it happens 
again after than.
