Worse, there's no MINIMUM account around.  Meaning that the system 
manager gets to go manually adjust all the usernames still at the 
DEFAULT, when that proves to be inadequate.  Or try to catch those 
cases via the PQL parameters, an approach which of course produces 
utter simplicity and clarity of out-of-left-field quota management.  
More than a few system managers do not adjust SYSTEM settings either, 
on those rare occasions when the settings on that gets increased.   The 
baked-in SYSTEM username used at boot-tome has had to be adjusted on 
occasion, too, and that requires code changes.
