On what basis do you expect that a resource problem won't "affect
only DECwindows"? Depending on your system configuration (hardware AND software) and parameters (neither of which readers here can see directly),
it is entirely possible that DECwindows is one of the most demanding
appplications on your system in terms of numbers of processes and other
related stuff, and therefore entirely possible that only DECwindows has
a visible issue.

Or DECwindows may be a trivial application in comparison with what else
is configured on your system. We can't see from here.

Lots of assumptions going on here, and not so much communication of
first hand facts (even if they don't mean much to you, someone here
might spot something). Sometimes diagnosis can be quicker if based on
evidence rather than assumptions. Sometimes informed intuition is
quicker.
