[Info-vax] 8.4 and DECwindows CDE login box not coming up

It was a "client not authorized to access X11 server"
as Philipp already posted.

But, yes, from the error code alone, this is impossible.
Just like an OPENIN error (without e.g. an NOPRIV additional error code)

I second this, though I still not believe in a hardware problem.
