[Info-vax] 8.4 and DECwindows CDE login box not coming up

The login box came up as it always did, with a few DECterms, from which 
I did SET HOST/LAT to other machines.  I didn't start TCPIP, because of 
fear of the SMTP upgrade (which turned out to be unfounded).

Yes, I did shut down TCPIP and then try restarting DECwindows.  The 
problem is still there.

Yes, but it produced no major changes.  I also RELOADED THE LAST WORKING 
PARAMETERS and the problem was still there.

I didn't start it because I wanted to wait until I had time to mess with 
SMTP (see above).
