Actually, I'd think "no, they cannot". Ok, why? They are working on an OS, not
any applications. Applications are a whole different thing from an OS. So, who
might do what you ask? It would be the entity providing the application,
perhaps with help from VSI. VSI could provide some of the tools and
infrastructure for doing such. But not the applications.
