Possibly those needing / wanting a pure speed boost but don't want to go through  a compile / deep retest cycle?  

It's going to depend on how much of a speed boost is expected I guess

Also, assuming 2018 by the time OpenVMS x86 smiles upon us, then another 1 - 2 years by the time we see all the layered products available and add another 1 - 2 years for customers to perform their upgrade / testing cycles, that's stretching to 5+ years before x86 might be a viable option for customers - a new faster Itanium cpu might fill the void for some shops who are waiting?
