That is how it is supposed to work.  Assuming one of the drives is not
a copy target, you should be able to boot from either drive.

There is a SYSGEN parameter that controls how long shadowing looks for
the other member(s) of a 2+ member set before continuing without it.
Be sure that is set sanely.
