That was it!  I had edited this file more than 5 years ago but had 
completely forgotten about it!

Now to figure out how to move this stuff off the system disk.  There are 
logical names so maybe it's possible.

While some improvements in TCPIP would be nice, moving to more or less 
straight unix ports makes it less VMS like.  I want a CLI with SET and 
SHOW with syntax-checking.  I want a cluster-aware TCPIP.  And so on.
