That is in SYS$LOGIN.  The config file is in
SYS$SYSDEVICE:[TCPIP$SSH.SSH2].

  "TCPIP$SSH_DEVICE" = "SYS$SYSDEVICE:"
  "TCPIP$SSH_HOME" = "TCPIP$SSH_DEVICE:[TCPIP$SSH]"

I really want to move this off the system disk at some point.
