    Ok here's where I ran into trouble. I didn't log this because it worked. 
I just am not sure what to do next. i used.

set rq1 cdrom
at rq1 lic.iso

That iso 9660 contains the license DCL file. Then when entering VMS I mount 
the dua1 but didn't know what to do next. Go into a device? Or copy to VMS.

mount/FOREIGN dua1: label

I tried sh dev dua1 And everything was mounted properly. I have read mount 
and figured out how to mount. But not get at anything in the ISO or copy it 
to vms in order to change the attribs and run the DCL script.
