The phrases "Phase IV" and "Phase V" refer to the DECnet, a completely separate
and distinct vendor-specific suite of networking protocols.  (Other people have
written DECnet tools for operating systems like Solaris and Linux, but only in
order to talk to systems from Digital, not to each other without a Digital
component).

TCP/IP is a suite of networking protocols developed by the Advanced Research
Projects Agency of the US Department of Defense, in conjunction with numerous
university researchers and corporate departments interested in cross-platform,
cross-manufacturer networked communications.

You do not need TCP/IP for DECnet to work, nor do you need DECnet for TCP/IP to
work.  You do need to read the documentation for either for either to work.
