VMSINSTAL is used to install VMSINSTAL-style kits (the filetypes are 
typically .A, .B, etc. PRODUCT install installs PCSI (and PCSI$COMPRESSED) 
kits.

The original installation procedure for VAX/VMS used VMSINSTAL kits. Later, 
PRODUCT was added.

With regards to LIBDECOMP, decompression refers to within a library. 
Defragmenting a disk refers to a disk volume. With modern processors, I 
might very well take a pass on decompressing the HELP libraries, CPU time is 
nearly always abundant on personal systems.

I can try booting and seeing. I do have UCX registered. I don't know if 
phase v or phase iv is used or needed for tcp/ip.
