Notes is not much different from internet newsgroups. Please stop trying 
to figure that one out for the moment. It will not help you in any way 
with understanding or using VMS.
Just as newgroups will not help you understand how to use Unix.

Notes is an application. Just like mail, a web browser or an editor. Why 
do you chase after every bit you hear about?

If you want to figure out VMS, and get a working system, read the users 
guide, the system manager manuals, and start with the basic tools that 
you actually need, such as the basic OS, an editor, networking, and just 
figure out how to work things like user administration, disk management, 
moving around and finding things in VMS, how to use the help system, 
logging in and out, how to manage quotas, batch system, possibly printer 
queues, and everything else related to these basic things.

Notes is something I would start thinking about when I know VMS well 
enough that I don't have a pile of problems to solve to even install 
software.
