VSI provides a command file (sys$update:vsi$cvt_kit_dependency.com) that will take apart a PCSI kit, look for such dependencies in the PCSI file, change it, and repackage.

You would use this file if you wanted to install the BLISS Freeware kit on a Poulson as well.
