[Info-vax] Curl, zLib and VSI V8.4-1H1 Kit Dependency Issue

I have sent Kerry privately a  zlib 1.2.8-e2 with Craig Berry's 
algorithm for testing.

If it works, I will update the vms-ports file download site.

Curl/libcurl 7.46 is currently building on my Ia64 system.
