DECwindows is the product name for X Windows on OpenVMS, with three 
user interfaces from "newest" to oldest: CDE, Motif and XUI.

VAX Workstation Software (VWS) predates the DECwindows product, and is 
not based on X.  VWS provided a local windowing system rather more akin 
to what the Windows and OS X user interfaces provide, and with the UIS 
APIs.  VWS is not X.

VWS was around as a supported product in parallel with DECwindows up 
past Y2K, for those that wanted that.   AFAIK, VWS never supported any 
additional graphics controllers beyond the mainstream versions prior to 
VAX/VMS V5.0-3, but it was maintained and updated.   VWS is not 
applicable here, as simh does not emulate graphics, and as VWS does not 
provide remote-capable X displays.
