It's LDAP that you need to know about and that you need to work with, 
as it's LDAP that the external authentication connects with.

You've just — because you have no existing Open Directory or Active 
Directory or other directory service in place — greatly increased the 
scope of this project, as you will now have to establish the directory.

Go get a book on LDAP or otherwise do some reading.  The OpenVMS LDAP 
directory service is not something that's very widely used AFAICT.  
(You'll also be dealing with the SSL1 patches here, too.)
