[Info-vax] compile for VAX 8650 system

   Any VAX will do, but it must be running the same or earlier version
   of the OS and compilers.

   An emulated VAX will almost certainly run faster than the real thing.
   Compiling is primarily a CPU load, so that will matter.

   What issues have you run into?
