I'll admit that was an option I had not considered. When the OP said
a VAX 8650 without mentioning any other system I had just simply
assumed VAXELN was booting from some directly attached local storage.

One thing is for sure, until the OP comes back with an exact system
configuration there's really no more advice we can give him.

Well, it wouldn't be the first time someone has made something work on
an otherwise unsupported system. :-)
