I know it's not a terminator, the previous post called it that.
They're all but useless, toggling the ethernet switch on the back of a VAXstation from BNC to AUI without that connector will get you DECnet ine down and up messages. The loopback plug prevents that. 
Besides, connecting a DEMPR to a DELNI requires that same plug for the latter on its global port.
