I seem to recall a much more mundane reason too, at
least for some period of time.

Since not every country in the world had adopted UK
English and the BS1363 plug, some global-scope
suppliers may have wished to reflect this in what's
orderable.

In the case of a lot of DEC stuff, you could get a
worldwide part with one global part number, and a
region-specific or country-specific part which
varied with geography.

The country kit frequently contained power lead and 
documentation. 

That's how I remember it anyway.
