Yes, sometimes the folks who have learned the proper incantations 
certainly do.    How about finessing the whole mess, and enabling 
automatic foreign commands by default?    You know, working to improve 
the ease of use?   Getting rid of the mistakes of the past?   Fixing UI 
bugs?   That sort of thing.  Moving past the manually-configured DCL 
symbols.   Maybe even getting libarchive, or zip and unzip (with 
current security patches), into the base OpenVMS distro?   Ah, well.   
One can dream.
