All of the VSI releases to date have v8.4 in the name. Yes, with another
number or two and a dash, but they are all still v8.4. So I took the
question to be whether there will be an up-to-date version of C++ for
current releases of OpenVMS I64.

I think John Reagan has mostly answered this in the past. As far as I
remember what I've read here, new standards for C and C++ (except for
some C99 items still missing from the CRTL) will only arrive from VSI
via clang and clang++. Which means they will be x86_64 only, unless
someone has a billion dollars burning a hole in their pocket and wants
to resurrect llvm-ia64. Or wants to wait for the port to ARM or POWER :-).
